How old do you have to be to have a visa prepaid debit card?

I saw a brochure about a reloadable debit card that has no overdraft fees and spend only what you load. Its by Advance America and it looked cool so i wanted one but i don't know the age limit. (Im turning 13 next week)|||You can have one at any age. This is basically a "gift card".|||giving you a debit card would be like giving a rabies infected gorilla a baby and a knife.
